It appears to be a separate entity for zoning and regulatory reasons per the article posted above; appears the original intention was to build a church, but there were concerns that government organizations would be excluded from partnerships d/t separation of church/state-type laws. So I wouldn't be too quick to dismiss it as a recruiting ground for some religious body.
