The person going around the Tahoe would be breaking the code you reference. Also the vcu police post a slightly longer version of the code you listed. Their B: says you cannot pass a car stopped at a crosswalk.

The real answer needs to come from drivers. They should make the driving test harder each year until the driving population is reduced by 20% but this conflicts with the whole "driving is a right" crowd. Plenty of places have pedestrian safety without millions of dollars of extra pedestrian infrastructure.

lol unfortunately the separation of church and state doesnt exist. call me when they stop praying in congress, remove "in god we trust" from our money, and remove "one cult under allah" from the pledge of allegiance.

Yeah this isn't really accurate. Cemeteries regularly disenter bodies of people who don't pay. They will send letters to next of kin and dig you up once no one answers. They then resell the plot. They even double stack caskets in some cases. Some cemeteries(hollywood) have perpetuity funds/investments, evergreen did not. You can still buy a plot in Hollywood today, it's most likely a used lot.
I still think burial grounds are the worst possible use of riverfront downtown land.

At almost every pedestrian crossing in Richmond you have to be IN the crosswalk(toe over the curb at minimum, but typically a parking space width) just to see traffic around parked cars. Cars should be stopping more often.
