They expect you to scramble and panic, don’t. Not sure what legal position you have, executor? Relative? Regardless of that you need some legal advice and possibly representation. These finance people are not your friends.

My current water is from an artesian well. It tastes better than most town water, especially Montpelier's. Yes, I lose water when I lose power, but we rarely have an outage past 12 hours. It's not that big a deal. I seem to remember back in the day, Montp frequently had boil water notices and that was bottle water time.

Well water isn't free water. The water here is very hard. It also smells like sulfur. I have to buy and maintain a softening and filter system. I am seeing some new houses in my neighborhood who are drilling. Makes me wonder about the durability of our water table.

Let's not get into sewer vs septic............

Manufacturers won’t move here. VT cannot afford them. You need to pay huge tax concessions (like this dumass program). If a mfr. start here, they won’t stay (VCFA, Burton etc).

This program will get applicants like OP, that move here for other reasons and get the 10 grand as a bonus. VT is an unaffordable state but the USA has major economic issues that it’s ignoring.

I recommend buying local. The folks that do solar in Vermont have to maintain their reputation because we are a small market. Some of the national firms pick up and move to where the incentives are best. As a general rule, these national firms have aggressive sales teams that know more about financing then electricity.
