Hilariously enough, this is exactly what the eviction control measure is meant to remedy! The landlord is literally putting up a sign to say, "I want to always be able to evict my tenants if they start a fight with me", and daring the tenants to start shit.

Fun story: I was actually in college with one of the original Tesla engineers. She went off and joined that no-name startup before Elon even bought it.
He also bought the title of "founder", and pretended ever after that he'd founded the place. Or that he had anything to do with design or engineering.
Here's what he did: he was born into a slave-owning family and inherited millions of dollars. That's what he did.

Just got two Mitsubishi heat pumps through the SEVCA program. $230/mo loan payment, about $200/mo electric bill. 1700sf. So far so good. Dunno about longevity yet, of course! But then, our gas heating system was also deteriorating to a beyond-repair state, so we had to invest in something new.
How's your roof insulation?

So, the players wanted this outcome. As for the insufficient measures, you're right that it doesn't specify, but reading between the lines I'd guess that Enosburg asked Middlebury to come do their homework for them and Middlebury quite rightly declined.
