Town draws up a charter describing what kind of police force it will have, state legislature approves the charter, police force is established. Bing, bang, boom.

Every character that you use in the everyday world is associated with a binary number per ASCII standards. The character '4' is not actually associated with the binary equivalent of 4 but rather with the binary equivalent of 52. So, if you input '4', your computer receives a signal of 110100 and proceeds from there.

Bear Stearns/Lehman Brothers weren't obscure at all, they just didn't generally offer consumer services except to high-net-worth individuals.
Similarly, Fannie Mae/Freddie Mac were founded to buy mortgages from banks, not to deal directly with consumers. They were both founded by the federal government (hence the similar names) but are private-sector entities.
