Typically an incorporated village area will be subject to both the village and town government. Many town and villages have worked out agreements to share services.

A couple thousand in fines is nothing in the world of transportation costs. The problem is the road is mostly very narrow and the state doesn’t own the land.

Depending on where in Asia you come from, it may be way colder than you are used to, in the winter it is not uncommon for it to be -15 Celsius or below. Combined with lack of sun that can be hard. The population here is very small, less than one million people in the whole state, the largest city is about 50,000 people. If you like outdoor activities and can manage very cold and dark winters, Vermont might be for you.

I would not recommend the Greyhound route- last time I took it it was over 2 hours late and the driver proceeded to get very lost in Boston because they had not trained her on the city beforehand.
