There is already enough nuclear missile to destroy the world many times over so if Russia want to create ever more powerful nuke they can try but first they will be saddled with reparation payment to Ukraine, rebuilding their own military, root out endemic corruptions and so on.

They already did that some decades back. Then I believe canceled the program without ever testing a full-strength version of the warhead. Yield would have been around 100 megatons if it had the U238 in the test bomb's makeup (purposefully omitted for the test). Only one was ever made and the program was abandoned.
