This foreign aid extended in the first place is why you even have the problem, because it causes the population to balloon and hence become dependent on it, rather than become self-sufficient. It is simply an irresponsible policy. Hence why at the peak of it, the level that you ballooned it to, a collapse ensues, more dramatically than would have otherwise.
We can clearly see that what was done whatever amount of years ago didn't work, because you need to keep doing it even more. It was simply deferred and built up to even greater a magnitude.
