The technology is entirely ready to encrypt and nearly unbreakable. But apps and texting is just so much easier and you know the receiving party will get it.
This is not about developing something but about deploying something that already exists. Getting the end users to use it diligently will be difficult. This has been an ongoing problem since the first message was sent digitally.
