Given China has no plans to attack Japan, this makes Japan even less attractive to skilled workers. There are a lot of top Japanese scientists working in China
Owing to the abysmal academic pay in Japan (haven't been adjusted since the 80s). Now it's just getting worse as the first-generation Japanese scientists who took the gamble are reporting good things and luring top Japanese students.

Part of having a sphere of influence is being able to project power if needed, not necessarily planning to project power against a specific state.
That is interesting though about China gobbling up skilled Japanese workers. Same thing they do with TSMC.
