Do they not have the vaccine? Are they not taking it? Is their hospital infrastructure so bad that even a small change in cases will crush them? Is there bureaucracy that inept? I get some level of oversight is still needed in a population that large. But they are behaving so much differently than the rest of the modern world its astonishing.

For the most part, the rest of the world has decided we're tired of restrictions, so we're going to act like COVID doesn't exist anymore.

Depends on how much resources are dedicated and how much people are willing to give up to hit that goal.
