They make laws to make it easier to get a visa but don’t think it much further. The immigration offices are overloaded beyond belief. It takes > 6 month to get an appointment. In addition, Germany has a fetish for degrees. You have worked for > 10 years as a plumber in your country? You don’t have a German plumber degree? Well too bad you are not allowed to run a business.
