Not always, but more or less regularly. Always on strike is still reserved for the French.

wdym ignoring your own people ? Thats not how budgets work. Germany military spending is not even 2% of the GDP, and 15 Billion just isnt that much money all things considered.
The MoD already has a certain budget for Aid and other programs extend that ceiling. For example, a lot of the Aid to Ukraine is just Ukraine buying stuff from German companies and handing the bill to the Governmnent.
Most people get that a government budget plan =/= wages. The MoD can spend the 15 Billion how they want, that will have 0 effect of wages because as it turns out the MoD is not responsible for wage regulation.

Not sure it's gonna pass. I mean Germany just had protest for wages raise and ignoring your own people might not be a good idea.
