I'm guessing it may have changed a bit, but when I was in Japan a good 40 years ago, the main companies would get together to decide who was going to make the only bid for a gov't contract. And the police had some weird synergy with the gangs.

Not fazed at all by this. The Olympics, first and foremost, is a business. It exists to make money.
Sports excellence and amateur sports success are secondary goals that come after making money.
The business side of every Olympics is crooked.
