They're not outlaws. They still have bank accounts and homes and investments. Things that can be taken away.

These guys are not grunts but commanders or people associated with group.

The whole point is that they're not outlaw. They're much more capitalist than a regular army. They fight for money. You restrict the flow of money, you strangle the flow of soldiers.
