There is no mechanism to do so. Traffic laws are enforced through fines, and fines for MD or VA plated cars are meaningless.

Let's just ban right on reds - so the people that already do illegal rights on red where banned will keep doing it and the few who don't actually stop.

Fundamentally there is no difference. We should hold people accountable for their recklessness instead of just demonizing the equipment they use.

Exactly. So these calls to ban vehicles are just nonsense. We should just enforce the rules to curb reckless driving. You know, like the rest of the world does.

Have you been to the rest of the world? Most places the streets are basically a complete free-for-all. Rich/poor/civilized does not matter one bit.

My point (and response to OP's comment) was that people use many things that increase how deadly they are, and they should have higher standards of accountability for using them. I don't think you get a pass for operating a car unsafely just because it's purpose isn't to kill people.

Many streets should be closed to cars, especially around the busiest areas for pedestrians and any sensitive sites. But a blanket ban on the city won’t work. Instead something like the London Congestion Charge would help reduce car traffic elsewhere
