Kingman Island is near Stadium Armory and is often quiet - just go off trail.
In case itโs helpful, Glenwood cemetery has a place to scatter ashes.

Rock Creek Cemetery, near Fort Totten and Georgia Ave Petworth. About a mile walk each way but there's parking.
Soapstone Valley Park in Van Ness.
Malcom X Park Park.
Parky McParkface (although the lower part of Malcolm X isn't accessible yet.)
On a nice day Malcolm X Park is often crowded.

You might like Constitution Gardens. About a 20 minute walk from Farragut North metro. A quiet green spot with a pond and views of the Washington Monument.
Tons of park space along the water off of navy yard metro
Brookside Gardens has some very peaceful areas. It's about a mile or so from Glenmont metro.

Take the red line to Tenleytown, and walk south to pick up Archbold Glover Park trailhead on Van Ness St NW. You can take that trail all the way to the Potomac in Georgetown!
