There are a lot of areas in the city that should be geofenced in hailing apps. Alas, that’s not a thing, so we just have to hope that other road users act better.
It's been a bit but last I was there the h st curb parking lane was barricaded off and had been for some time, so naturally the middle westbound travel lane was full of parked / loading vehicles leaving only one usable lane to drive on. Just a couple of years ago the entirety of H st was a rush hour no parking zone. It seems unlikely that particular Wal mart will get better over time. When they first opened everything was top notch there. Coming into the garage via 1st from K Street instead of H seems to be good to get around the standing vehicles blocking the garage.
I shop at that Walmart about once a week. If you're going during peakhours just stay in the left lane and merge back over once you reach the intersection because there will always be at least one car blocking the right lane.
Getting there from H St NE is like playing frogger anyway. Constantly switching lanes to avoid cars turning left and door dashers stopped in the right lane with their hazards on
