Lola’s on barracks row (8th st) I think May have a table upstairs. But not really considered a pool hall
Rocket Bar as you listed would probably be closest to Cap Hill
Atomic Billiards way up in Cleveland Park
Bedrock Billiards near Admo are the ones that come to mind.
