I did not receive one with my registration packet. The one on the car was from VA but was where registration sticker went so I had to remove. Are you saying I should have received one in mail with registration?

I bought my car in MD, but I got my DC registration and inspection sticker from the dealership when I picked up my plates.

Yes. The dealership gave me my DC plates, DC registration/RPP sticker, and DC inspection sticker.
