Uh yeah. It's a city with a very limited amount of space. If they didn't it'd be overrun by commuters in 5 seconds. The residential parking takes a lot of space from other projects as is.

You are in no way shape or form required to drive. There's metro, the bus, Lime scooters, the Bikeshare. Just because you prefer to drive doesn't mean the city has to pay for it.

That's what ROSA is for, but you still can't get a permit. Those are the rules because DC is clogged with cars and they want to be able to provide space for people who live in the city year-round. Street permits are hugely subsidized for full-time residents. If you don't like it, you could live part time in the suburbs instead.

DC doesn't require anyone to lose their voting rights. That's decided by Congress - and as you noted no one who lives in DC has a vote.
