The DC DMV website answers this question, took me 2 clicks and about 20 seconds to find the answer:

https://dmv.dc.gov/service/vehicle-inspections

No, it's quite clear.

The kiosk is only available for (1) private/pleasure class vehicles model years 2005 or newer, and (2) vehicles previously inspected by DC DMV.

If you don't meet both criteria, you can't use it.

That’s actually not clear at all. It could easily be read that is available for both categories of vehicles

no, you need to go to SW the first time then from then on you can use the self-service kiosk in Takoma

Also keep in mind even if you could use it it’s broken half the time in my experience.

As others have said, you have to go to the in person inspection station for your first inspection. Once you’ve done that you can use the kiosk the next time you need to get an inspection.

A woman at the DMV told me it's not supposed to work for new vehicles but it might if they programmed it wrong and I could try.

It does not, you need to go in person

The in-person emissions check goes pretty smoothly if you get there really early.

They basically check to see if your vehicle is actively on fire. If not, seems fine.
