The kiosk is only available for (1) private/pleasure class vehicles model years 2005 or newer, and (2) vehicles previously inspected by DC DMV.
If you don't meet both criteria, you can't use it.

Also keep in mind even if you could use it it’s broken half the time in my experience.
As others have said, you have to go to the in person inspection station for your first inspection. Once you’ve done that you can use the kiosk the next time you need to get an inspection.
A woman at the DMV told me it's not supposed to work for new vehicles but it might if they programmed it wrong and I could try.

The in-person emissions check goes pretty smoothly if you get there really early.
They basically check to see if your vehicle is actively on fire. If not, seems fine.
