I think you are confusing cops to the prosecutors. Police make arrests and build cases. The prosecutors and judges let the criminals walk.

The cops know these repeat offenders. They have video of them committing crimes. The prosecutors and judges don’t care and decide not to press charges. It’s a circus.

Cops are required to show up for court and get paid ot for it, so that’s not even a thing

I don’t work in the system, but I have friends who do. Whether or not cops are supposed to show up to court doesn’t mean they do. My point isn’t to say that the system is working (it’s not). My point is that blame falls on everyone, not just prosecutors and judges.
