Working hard does not equal valuable work.
I could take a rock and move it around my yard 40 hours a week, yeah I'm working my ass off, but I'm not bringing value to anyone.
We pay for labor the most accurately way we've ever found, by individuals deciding for themselves how much they are willing to pay for the labor, and how much the individual laborer is willing to do the work for. If you have a better way to figure that out down to an individual level I'd sure love to hear it.
The government deciding how much to charge and pay for jobs they know nothing about doesn't make any sense though, that's why communism keeps failing.
