The most recent court decision regarding 2nd amd was NY Rifle and Pistol ASSO where the court held that you have a constitutional right to carry out of the home. As such these proposals will have to fail. No different from passing trigger laws about abortion. They can be passed and enrolled on the books but not enforced, or worse if the states stupid enough to enforce them it'll get held illegal.
