New Mexico, which has one of the highest rates of drunk driving, is one of the states where these were outlawed a long time ago. Not surprisingly, the rate of drunk driving was unaffected. It's almost as if they had nothing to do with it. As my dad would say, "It's the Catholics. Of course, they have their wine, so screw everybody else."
