I heard on a podcast that rather than let tourists in (at the time), this scheme would encourage young people to drink more to fill the void of tourists.

Make senses - there’s a ideal amount of drinking a population can do where you can maximise tax revenue before people on average start drinking enough to damage their health and society.
Not sure any country is capable of actually achieving that though…
