Ohio isn't landlocked and was at one point a major ocean access point for the interior, so much so that there was a war fought over it that directly caused the American Revolution.

Ohio is landlocked by other states but it does have access to Lake Erie which connects to the Atlantic Ocean via the St. Lawrence River. However, Ohio was not a major ocean access point for the interior during the colonial era because it was mostly inhabited by Native Americans who resisted European settlement.
There was a war fought over Ohio that indirectly influenced the American Revolution. It was called the French and Indian War (1754-1763) and it involved Britain and France competing for control of North America, including Ohio. The war ended with Britain gaining most of France’s territory east of the Mississippi River but also imposing taxes on its colonies to pay for the war debt. This led to resentment and resistance among colonists who felt they had no representation in Parliament.
The Proclamation of 1763 was one of the acts that angered colonists because it prohibited them from settling west of the Appalachian Mountains, including Ohio. Some colonists defied this order and moved into Ohio anyway, causing conflicts with Native Americans who allied with Britain during the Revolutionary War (1775-1783).
So, Ohio was not a major ocean access point for the interior but it was a contested land between Britain, France and Native Americans that contributed to colonial grievances that sparked the American Revolution.

If you have ocean access via a navigable river, you have ocean access via a navigable river.
