Not exactly what you're asking. But if you want to take a nostalgia trip of old commercials or TV show promos you can usually find collections of them on YouTube. Lots of long videos that are just commercial after commercial from specific years.
That's what I was going to say. There are a ton of videos, 4-5+ hours in length, that are just recorded directly from someone's TV during that era (with the actual show removed).
There are also commercial compilations like you said.
Another option is the Nostalgia Critic has done 3-4 episodes going through some old classics of commercials that would have aired in the 80s and 90s.
Basically I’d like to watch old shows with the commercials, bumpers and promos that would’ve aired during that time when these shows would go to a commercial break. While you can find these commercials and bumpers separately you can’t rewatch the shows with those bumpers or promos in many cases. Toonami aftermath or internet archive are some places where you can go this or even some cases YouTube . But one the quality is very poor and two the selection of what you can watch is limited .
True I have thought of starting my own side project of taking old shows with much better quality and just inserting the old bumpers and commercials in between commercials breaks myself which would be a fun project at least for me.
