It’s an actor..she’s using Columbo (Peter Falk I think) as a inspiration. It was in some interviews I read.

Peter Falk. Have you watched Columbo? It's right up your street if you can and have enjoyed Poker Face. For viewers who have seen Columbo, me among them, her smoker and gravel voice is quite reminiscent of Peter Falk's iconic voice.
