Depends if you just mean the best evil villain, or the most accurate portrayal of the mental disorder of psycopathy. Many of the most iconic evil villains don't even come close to a realistic depiction of psychopathy/sociopathy. Anton Chigurh from No Country for Old Men is often cited as the best representation of an actual psychopath.
