I have had no problems with Breaking Bad's extended filler shots, but when I see something like it in another show, I'm not too impressed. I don't know what you call it, but I call it "downtime filler" and it puts me off TV shows that try to do this before we get to know the world and people.
Another one is any flashes back or forward in time as part of telling the story.. courtesy of Lost.

The quality of acting is the only thing a lot of the time that separates drama from melodrama.
The Leftovers for example can be very melodramatic at time but the acting is so good that you can give it a pass.
