Mechanical energy is harvested by creating resistance in movement. Power = force × distance, most of it turns into heat, some into electric power. At 20% efficiency you'd be heating the ocean 4x times the wattage you're getting out of it. That energy would've dissipated in the ocean anyways though.

While any energy harvested ultimately comes from work done by the wearer, it isn’t necessarily entirely additional work that wouldn’t be done if wearing non-energy harvesting fabric. It’s just that the energy transferred to the fabric can potentially be harvested for orher purposes by the carbon nanotube yarn.
With that said, I assume a useful energy harvesting fabric would feel like smoothly flowing lightweight silk. Hopefully it would be better than sackcloth though!

I think. It says when stretched or twisted it generates energy. You'd have to have the wireless charger system sewn into your pocket too. And it might get hot lol.

They are getting higher energy conversion efficiency than a lot of solar panels with this. Does anyone know if this would add in a resistance in movement that would be noticeable?
