What is the thought process behind this? Google is driving clicks to these news providers by offering a snippet on Android. Once you click the headline, you get redirected to the website. Why should Google have to pay for that? If anything, the news sites should have to pay Google for the traffic.

If my understanding is correct, it’s in a response to a bizarre new Canadian law which requires a certain amount of media be published by Canadians. I guess they basically take the same stuff they’d be seeing anyway but redirect it through a Canadian website.

The Canadian content requirements are part of bill C-11, which affects YouTube more than Google News. This story is about bill C-18, which is similar to Australia's law that requires Google and Facebook to pay for the privilege of linking to news sites.
