The creators never really stated, Its supposed to be a generic Midwestern town. The books state it is PA while the movie stated MI.

I have seen that theory pop up a lot online but is usually shot down due to how generic Raccoon City is and looks and how generic Springfield is compared to any other Midwestern town.

It is interesting though.

Yeah, it's just a fan theory. The only part that I think is somewhat likely is that they might have gotten the name of the Arklay Mountains from the Ozark mountains.

This is fascinating, even if it’s just a coincidence. My husband noted that the mountains near Raccoon City are large enough to have snow caps, but I pointed out there aren’t really any mountains in the Midwest like that, although there are a couple in southeast Missouri that can on occasion in the winter if the weather is right. But they don’t have the large caves there.

Sorry to ramble, I just read the old post you linked to and the comments are shut off there, and I had some random thoughts… 🤣
