She even mentions it's not the first time she has noticed him bet that way and was just testing it. If she had noticed he has been bluffing in a certain way, and that the deck is cold her J is a pretty good bet...that's poker.

She can say she thought he had a royal flush and still call its no limits, she also said she noticed him doing it before and it's not the first time...so if she knows he bluffs why not call it? J high isn't bad if the deck is cold

Apparently, a couple moves will change the outcome of the match, so you only need to do this a few times in a match to cheat and win.

The article seems to imply that the alleged cheater's opponent would somehow tell he was cheating. I wonder how.

He made some moves that he isn't smart enough to make (supposedly) and he has been essentially proven to be cheating before in 100 online games. The game in question was a live event, and there's no smoking gun evidence like in the fishing tournament.
