Well lets say it's OK if the colony is outside the SS, it's a generational ship traveling to Proxima or Sirius. Wouldn't they be able to communicate just like we are in contact with the Voyager probes?

Round-trip communication will be at least 8 years, which is basically useless other than for news or maybe information about new technology.
