That would probably involve brain damage... Literally killing the cells that make up neural networks.
What would be more probable and already exists, to an extent, is the refinement of technology and practices to prioritize some neural pathways over others through the development of replacement habits. The practices and technology would ideally speed up the process of developing those replacement habits.
The only technology I know of related to this is Transcranial stimulation (either tcds or TMS) https://radiolab.org/episodes/9-volt-nirvana
The practices might include more focused and regimented/controlled/supported (via apps, social leverage, lab environments, etc) types of therapy (specifically CBT), meditation, and general development of emotional intelligence skills.
Wrote a little definitely there, my bad, just kind of my writing style - just take it all as a semi-infirmed opinion based on a little formal and informal education (both of which are quite outdated). Feel free to correct or contradict if I made any mistakes or you've read/learned something else
