The irony is that individuality or the ego is a guarantee of type III not being achievable due to the conflict it brings about. I think Type II / III civs would have beings that are interconnected cognitively through technology / biological processes so that they are a sort of hivemind / collective mind. There wouldn't really be an individual person although there might be individual beings. The lack of conflict within a hivemind / collective mind would enable a civilization to pass through the Great Filter and achieve the higher scales.

I truly agree with this more than anything on this sub, we cannot exist as separate egos in such an advanced civilization.
