I don't think intelligence is necessarily a factor of number of neurons. There are are species of birds that don't have big brains that show very good problem solving ability. It probably has something to do with the type of neurons and way they are connected that generates intelligence.

Exponential growth. A lot of the theorizing seems to be about reaching computers with a certain number of artificial neurons capable of X number of Peta flops and such. I'm not sure that size alone is going to deliver the desired result.
