When I pass the speed limit signs (that I believe OP is referring to) they’re accurate to what my car is clocking. BUT maybe car + signs are wrong and waze is the correct one. The world will never know.

It's just dumb luck if you're exactly calibrated because tires can vary in actual size vs the numbered size. More common in lifted trucks, but the bigger the tire the more your speedometer will be off and most people don't bother to change their speedometer gear to match the new tire size. It's not unusual for a regular car to be off by 1-2 mph though.
