Richmond reminds me of the common reputation of Portland, but maybe I've not spent enough time in Portland to say whether that's accurate or not.

we used to have a lot more but rent made it ridiculous for weirdo artists to live in the city anymore (similar with what happened to DC in the 90s/early 2000s)

Yeah— there’s lots of local art, that’s it.
Richmond is way more diverse and interesting culturally.
