Whats interesting to me in this picture is that the truck could have entered the street from the other direction and not blocked traffic. Chalk it up to them being new for now i guess.

The rear of the trailer is lined up with a ramp in the sidewalk, same size as a driveway. This ramp is the only way to move product pallets with pallet jacks.

No. Thats a lift gate from the rear of the trailer. Truck should be able to drop load either direction and be dock adjacent unless it's a side loader which isnt the case here. The truck could easily have parkes the other direction. The ONLY excusable reason is if some vehicle was illegally parked on the TJ side of the street forcing the truck to that approach.
