One lead I found. There was a Joachim (who went by George) Gagnon (1874-1945) who lived in providence at that time.

I would believe this is a 21yr olds painting (that’s how old they would have been in ‘29 according to the census data)
Edit: it seems like your data is a little different than what’s presented on this site.

Agreed. That would be my guess, that it’s a college student, but not for sure.

Not if he was born in 1874 - he would have been 55 years old.
