Tough to find skimmin stones in these parts. Pickins are slim. Recon you’d have better luck on the Erie shoreline.

I’ve had a touch of success in McConnells Mills and on parts of the Allegheny north of town

To add - it's pretty thin on Presque Isle (the peninsula) because they truck sand in for those beaches. You want to find like a township beach, like Shades Beach or even some place private. The lake's natural beaches are composed of mostly weathered stone and makes an infinite supply of good skipping rocks.

Lawrenceville, under the 40th street bridge there's a trail that'll take you down to the river. I've skipped stones there before

Ohiopyle down by the Yough. There’s always good skipping stones there.

Locally, maybe in Duck Hollow on the mud flats by the Mon River. Or even up near the Highland Park Dam Overlook on the Allegheny, but you might need to bring your own stones.

North Park Lake also has a few good stoney shores. In the summer, the boaters, kayakers, and paddle boarders there might make it a challenge (or fun, depending on your outlook).

I skip stones on Pine Creek in Etna. Great little spot with skipping stones everywhere when the eater's low.

The creek up in salamander park, you can take 91 to the O’Hara park and see the creek.

Definitely recommend this to anyone who doesn’t drive and needs to get out of Pittsburgh for a moment.

Duck Hollow on the creek. If you go under the bridge and walk up the creek a bit there are soooo many perfect skipping stones, then you can bring some down to the bigger pools for more distance.
