Technically it is required, but the tax is so simple and easy to levy that the money is collected from most people without it. If you've changed jobs, have back pay, or some other unique situation, then it may be more important.

Moving here from another state that does not bother with local tax reconciliation, I was so confused why I had to report my income to a THIRD entity. It is so dumb.

It's silly because for probably 95% of people they already have all the info they need. It would be nice if they could only reach out to those who actually need to submit for whatever complicated reason, which would reduce confusion for everyone else. But I think that would require the state transmitting tax info back down to the municipal level, which would be pretty complicated. Everyone complains about JTS but honestly I think it's relatively straightforward to deal with them in most cases.

It's so straightforward that local tax should just be a part of PA-40 income tax return.

Essential government services (especially not those services with access to citizens' most private financial data and the greatest ability to make citizens' lives hell) should not just be outsourced to the lowest bidder.
