The only one I’m familiar with is Northland Public Library. You can search book sales by city here.

You are thinking of the Mega Butler Book Sale held at the Butler Farm Show grounds on 68. The sale is run by Mr Bookman, a company out of Franklin, PA so the stickers aren't unique to the sale as they run many events.
Eta I believe the sales were in May and October In past years

Mr. bookman also has a physical store in Franklin that's open year round.. not quite as cheap as the sale but still an awesome day trip.

last year i went to a giant book sale and am hoping to go again this year, but i can’t recall where it was or find the website. i believe it was up north (maybe around butler somewhere), possibly at a fairground. it was in a large building with a small man-made body of water in front of it. i recall that this event took place twice a year, once in the spring and once in the fall. does anyone know what i’m talking about 😭
they put labels on all of the books that were available for purchase - i will attach a pic below. i just can’t make out all of the words on the sticker.
