Why can't the recipient cancel the first transaction instead of having to make a second one to send the money back?

Yes I get the scam. I'm saying that venmo should offer the option to block/cancel incoming transaction as a way to deal with this kind of scam.

I think they do actually, or at least Cash App does and it would make sense that Venmo would also. Once my mom tried to send me $500 and accidentally sent it to the wrong account. We had to jump through a few hoops with Cash App customer service, but she was able to cancel it and get the money back.

I don't think the app is set up that way. Anyone can send you money any time for any reason and you aren't prompted to accept or deny any transaction.
