Appraisal services are not free but a lot of people call appraisers and galleries expecting free labor. You might get a faster reply if you specifically ask for their rates for appraisal services.

Oh smart! I’ll do that! I certainly don’t ever expect anything free in life. I could pay someone online but I feel like in person would be better than just sharing a picture! Good tip!

Did you try asking at the Carnegie Museum or Oakland Library art department? They could probably forward you to an art history professor to help you prove and document provenance.

They won’t give monetary appraisals but they could help OP to get the piece’s provenance documented so when an appraiser is found they’ll have more facts to reference when assessing a value. Also a professor may offer an opinion and give OP guidance as to whether an appraisal would be worth pursuing at all.
