Go into emergency call. You should be able to see emergency contacts. Call one and see if they can pass along the message.

Long shot, but does it have a network listed? Mine says Verizon even on the Lock Screen. Not sure if you can turn it into the Verizon store (or whichever network store) and they can look up info? Maybe contact the person that way? I’m guessing no for safety reasons but.

It was a family member is my guess, but the call was over Facebook and it didn't get through. It was saying "connecting" but won't connect. BUT! I think I figured out whose phone it is, since while it was trying to connect I could see a profile pic of the owner. Went on Facebook, found who was trying to call, and bam! same profile picture among the friends. Wrote both a message. Waiting for response. It seems the owner works in a restaurant nearby. Will go there later to see if they're in today

Update. They're working at the restaurant and I could speak to them a few mins ago, so I'll bring them the phone later today. Yay! Success! Thanks to everyone for your help with this

On my Samsung my contacts are available from the lock screen. There's a little transparent phone icon in the lower left. Swiping right on that brings up the phone keypad. On that screen there should be a contacts tab. Not sure if that's an android or a Samsung UI feature. I'm could probably also be disbanded. Most phones have a ICE (in case of emergency) contact. That's a good one to start with.

If you can unlock it look for mom or dad in the address book. Call/text and tell them their kid lost their phone

If it's an iPhone press the right side button and say "Who's phone is this?"
Will work only if they activated that feature.
